SCENARIO DESCRIPTION
A meeting engagement played out in the wooded terrain of the Ardennes at the beginning of the Bulge. 60+ turns.

The Germans are trying to seize important territory: bridges, cross-roads, and towns to allow breakthrough armored thrusts. Central to this map is the village of L’Shone and its surrounding road network.

The Americans are trying to occupy the same terrain to prevent its use by the Germans.

Kampfgruppe Roestler attacks XXX corps prior to Market Garden.

It is hard to believe that it was only a week ago when we first heard of “The Outbreak”. Initially it was thought to be a terrorist biological attack, with outbreaks in large cities overwhelming medical facilities. But soon it was apparent it was much more… the more we hear, the more we realize that we know very little – the cause – the prognosis – or the scale of this crisis. All remain unknown – at least to the general populace. What the “government” knows may be something else again.
You are Jack McCann, police chief in the small coastal tourist town of Shady Acres, Maine. Normally by this time of the year, your town is overrun with loud tourists from the cities of the East Coast. If only that were the case.
Four days ago a large staff of the Center for Disease Control showed up at the Town Hall, and brusquely informed the Mayor, Chuck Zeto, that the Federal Government was immediately taking control of “Shady Island”, a favourite picnic spot in the bay. This was all one-way communication, you don’t know much more other than soon thereafter a convoy of sealed trucks arrived and barbed wire was being strung across the access bridge to the island.
The National Guard has been mobilized, and your own police force has been placed under the command of the governor’s office.
And yet even now, you are not sure why. A strange illness has swept the globe, but what little news was initially released was like something from a bad movie. Now that trickle of news has stopped altogether. The official story is that a Chinese cyber attack has shut down the Internet, but this being Small Town America, there are a lot of conspiracy theories floating about.
The Mayor, Chuck Zeto, who also is the local bank manager, has asked that citizens assist in securing the town from whatever threats may arise. Given that the local National Rifle Association sponsored Chuck’s last campaign, their members were eager to show their affinity for the 2nd amendment and reaffirm their ownership of large capacity magazines and assault rifles. With some hesitation, you agreed to deputize these men, but have asked them to stay at home until they may actually be required. Their training and experience doesn’t necessarily match their enthusiasm.
You were at your office all night. You had a call from Doctor Jacobie at the hospital. Dr. Jacobie, a Vietnam war draft dodger who only returned from Canada in the 1990s, is determined to ignore what he considers a “fascist edict” that all patients in suspected cases of the “outbreak” be turned over to the C.D.C. immediately and quarantined on the Island. “It reminds me of the interment of the Japanese in 1942!” Jacobie ranted, and he said he would treat all patients as “patients, not criminals”. At that, you sent two teams of part time deputies to the hospital to deal with any issues that may arise.
The town is an important transportation hub, in that the coastal railway runs through the town. The Railway has deployed their own security at the train station, as if there is an epidemic, it is important to prevent those infected from traveling. Hopefully they have enough staff to do the job.
You remained in your office all night, and it seemed that things may be calming down, but then with a complete news black out, and the mute C.D.C. guards by the island Park, who knows? You did receive several calls from citizens overnight, reporting screams and other noises from the areas near cemeteries last night; typically the local teens will go there to drink and smoke up. Although you usually will send a Deputy to put the run on them, there are more important things to do now.
The sun is coming up, but a heavy thick fog has blankets the town. A convoy of C.D.C. relieve staff are expected in from Bangor any minute; hopefully they have some news. To allow your exhausted staff get some needed rest, two detachments of National Guard troops will be arriving, one is about 5 minutes away and a second convoy from the east in another 5 minutes after that. It will be good to get home and hit the sheets. You are so tired you feel like the walking dead.
Your phone rings. It is the security detail from the train station. Old man Codger, a elderly farmer who lives north east of town, has just shown up at the Rail station, out of breath and terrified. He is rambling about being attacked at his home, and that the only way he could escape is by setting the buildings on fire. You had better send a Deputy to go interview him. It sounds bizarre.
The phone rings again… it is Deputy Boomhauer at the hospital. He sounds quite distraught. Apparently the hospital was overwhelmed with patients overnight, and now he reports the motion detector alarms in the morgue have gone off.
At that second the switch board lights up, and several simultaneous “10-78” calls are received – “officer need assistance!”… What the?????”

Thanks for your comments guys. I may add notes about these issues, which would give the player a choice of whether they want balance or realism for this one. (ie whether to dig in the German AFVs or not). I might unlock the StuGs, since they are in a setup zone vs the Wespes which are not. Also, not sure if I noted it here or not, but I think I'll have the Shermans arrive much later in the battle, to help even things up. Thanks for taking the time to play this one through guys. Smile

While I understand the intent was to create a historical scenario, I would ask the author to create a H-2-H version where NO German units are locked down... otherwise, I can't recommend this as "best played as 2-player". It would be strictly a Human-Attacker vs. AI-Defender.
I thought Brent was a good sport to continue on with this to the bitter end, as there wasn't much he good do to force my Shermans to take any/much risk.
Allowing the Human Defender full freedom of action would make this a much more enjoyable scenario for both sides. The German could at least attempt to lure some Shermans into an ambush, if he had full freedom of movement.

This has the makings of a first-class scenario, but needs more work on H-2-H play-balance (fun for both sides)

I just finished playing in my first ROW tournament over at BFC (ROW-5). I think this scenario would blow those scenarios away if it had more H-2-H play-balance work.

Keep up the Good Work,
Ken

Not a lot to add to what others have stated.

Although I got whacked, it was still fun.

My recommendation for historical scenarios is that the historical loser be given a balancing bonus.

I would also like freedom over the locked stuff for replayability. Add a note to the briefing specifying that the dug in AFVs must be set up dug in. Even though they are locked, you can still un-dig them in their locked position (some one did this in the ROW IV tourny).

My opponent did oblige by flanking, which my StuGs were set up to counter. They did diddly and squat, then got KOd once the main town was overrun.

Delaying the Shermans would help the Jerries a bit.

Since Jenka and I very rarely play scenarios more than once I prefer scenarios balanced correctly for one-time play. But you might want to mention in the scenario notes that this is best played double-blind.

Like many late war German units the paratroops get a low ammo load, blame BFC for that one. I'll check and see if I can rase it, but I think I did so already. Yes the dug-in (locked down) AFVs are a plain, but thats to keep the scenario historcially accurate. Since the battle at Kepplen was a holding action you did what the situation called for. When I do historical actions I'm more than willing to lose replayablity in light of having it accurate.

LOTS OF SPOILERS!!!...

I am I.I's German opponent. Lord there was a lot of shooting on this map. I used mostly the default Infantry setup and played some games with where the two Stugs were placed. I did not release the PZIVs to the reserve as there were a pile of Canadians already here. :) The Wesps played almost no role in the fight though they did kill one Sherman Firefly with a Hail Mary shot. Not being able to adjust where the wesps and the AT/mortars are just shuts the game down for replaibility. As it stands I still had one gun in service but no targets at the end of the game.

I suffered no armor loses and every squad.Yes EVERY squad was at low ammo. Both PZIVs, One wesp and one stug had exhausted their HE allotment. I did make a mistake with where my Mortar spotter was and essentially he got used for final protective fire. Once the Sherman’s showed up it was game over. The mortars had died when I.I was shelling the AT guns. I had no smoke and he still had about a reinforced coy of infantry left to assault the town. By turn 26 he was just blowing the town down around my ears and that’s what is going to happen every time you play this game I fear. I REALY wanted to undig-in the wesps and stugs but felt that violated the scenario... at least they did a pile of shooting. I never really understood how the wesps were to be used. It never occurred to me until reading the board here that they might be better spent blowing up the town which seems counter productive. If you need to do that to win a scenario then there’s something wrong.
As it is when the game ended I had a minor victory. Had we gone on further it would have been a draw as there was no way to avoid yielding the center of town due to a total lack of ammo for the infantry. The loss of the stug dug in just behind the cross roads would have been inevitable as the infantry withdrew. I lost a bit over a full platoon in the engagement but was about to lose a whole lot more as I tried to exit the buildings in view of all those tanks. Did I just play this one wrong? For even though I "Won" It sure felt like losing.

I am already thinking about having the allied armor come in later so it will not domonate the battlefield as much as it does in the version currently posted. I'm looking forward to his view on the German forces.

We ended it after about 26 turns. The Germans were basically used up and I was simply shelling the town with HE from far, far away and gradually taking buildings.

For a blind game it was a lot of fun. I suffered very heavy infantry losses until the armor came in. But even still I had plenty of infantry to finish off the game with the help of the armor.

On the other hand I wouldn't anticipate much replayability in head to head play. Now that I know the set-up limitations I can't imagine my opponent stopping me to any great extent.

I expect my opponent to post a bit later so he can give you his perspective.

They can't see a blinkin' thing for all the smoke.

And one Wespe couldn't shoot straight to (literally) save its life.

Considering the LOS on the map I did not think the Axis player would need any more help in killing the poor little Canadians. Razz As for two version, I don't do that. Its not meant to be spacific to one way of playing or another, but rather balanced to the point that its fun for both.

That should work. I'd still make them Exit for Points, if you plan on doing a version that is not for play vs Axis AI.

Something else I forgot to mention - why no TRPs? We've got all the accoutrements of a position that has had time to settle in, except TRPs Confused

One thing I may do is reduce the PzIVs ammo level, thus giving the player little value in keeping them on map.

Yeah, definitely wouldn't work in an AI version, as I've found out with a couple of designs. But just because there's an EXIT placard doesn't mean he knows what has to exit.

Not only that, but you can always mess with their minds by ALWAYS including Exit Edges, even if there is nothing in the OB that needs to exit; it's a good way to keep the player's guessing. Just be sure to reassure any player in their briefing if you've posted an exit for them as a ruse.

Oh there is a point, they cost you a lot when they die. Razz Also the AI ignores such things, which makes it pointless in my view, I don't like the way the exit system works. I don't think the allies should know you can exit them for points, but the big exit graphic comes up, thus I don't like it.

Just wondering why you didn't make the German friendly edge an EXIT edge for the Germans, then make the two tanks have to Exit for Points? Otherwise, there's no great incentive to withdraw them Confused

Had a quick look at your Keppeln scen, although no time yet to give it a try. There´s a little too much trees on the map, fir trees in particular and I also have my doubts with the big city buildings. Is it a trade off for making the scenario better playable? Eek!

In the allied intel briefing there´s some mentioning of "Keppeln to be defended by Volkssturm" units. You already mentioned german Paras (the truth) in the general scenario despription as well as at the download page, so I think you better adapt the intel briefing thing to the truth. The Brits/Canadians were well aware of who they were facing (various para regimnets, 116th Panzer, Panzer Lehr, ect.), so it would be just realistic to mention them in the intel briefing as well.

Rob, check your email. Just sent you something! Big Grin

Just starting this PBEM with Ken Fedoroff.

I've got the Germans and Ken has the good guys.

Only comments so far are:
- nice map, although you might want to "landmark" the AT Ditch, which I assume is the extended rough stretch to the east of the village?
- in a separate e-mail to the author, I will send my typo corrections for the Overall (non-spoiler sections only) & Axis Briefings;
- pretty much sticking with the default set up, including the [warning, spoiler about German set up]

dug in StuGs & Wespes, which I thought about undigging, but didn't as I thought it would run contrary to the spirit of the design;
- the orders for the two Pz IVs are very cool Cool

I am playing this one vs the axis AI, and even though I am not finished I do have one suggestion: bring in the tanks and other reinforcments later in the game, and space their arrival times and locations farther apart.

The Briefings mention the tanks being brought up after the intial assault force had run into heavy oppostion in the village, but in the game they arrive while my men are still working their way forward.

Bringing them in sometime around T-20 would seem more historical.

More on this later.
